Albuera Police Chief Inspector Jove Espenido filed the complaint on Wednesday.
Charged with De Lima was a kagawad of Barangay Benolho in Albuera.
Espenido claimed that Sen. De Lima, a former secretary of Justice, reportedly received payola from suspected Eastern Visayas drug lord Kerwin Espinosa, the son of Albuera Mayor Rolanda Espinosa Sr. who is being detained for drug charges.
In his complaint affidavit, Espenido said charges against De Lima and the kagawad was based on a series of investigations and interviews with several people who have knowledge on the activities of Kerwin Espinosa.
The investigations had led to the discovery of several personalities allegedly receiving payola (pay-offs) from Kerwin, who is now under police manhunt.
Espenido's complaint listed names being linked in the drug trade in Eastern Visayas who were first confirmed by suspected drug lord Mayor Espinosa, and later confirmed in the affidavits of Marcelo Adorco, security and driver of Kerwin Espinosa; Rolan Kevin Espinosa, younger brother of Kerwin; and Vervica Diano, Kerwin's personal accountant.
In his affidavit, Adorco said that he met the former Justice Secretary in Baguio City last March. They later proceeded to Burnham Park for a photo session.
Roland Kevin, in his affidavit, said that he met De Lima at a dinner in Dampa restaurant, also last March, with his brother Kerwin.
In that meeting, Kevin said, his brother agreed to help De Lima in her campaign for the May 2016 senatorial race.
After the discussion, Kevin said he handed over to De Lima's driver Ronnie Dayan two bags containing P4 million each.
On the other hand, the kagawad being charged with De Lima was a self-confessed "trusted man" of Kerwin who helped transport loads of shabu from Manila to Albuera.
